Iraqi oil tankers company RE ADVERTISE AGAIN ( 2/2023) Purchase of an oil products The Iraqi Oil Tankers Company (IOTC) one of Iraqi ministry of oil entities is pleased to announce the limited tender (2 /2023) to purchase one oil tankers with a capacity of (45 - 50) thousands of tons during a period of two months from a sign contract with the specifications and conditions listed below delivery at the united Arab emirates ports . Those wishing to participate in the tender from the experienced, specialized review the company’s headquarters in Basra in the opposite of the Bab Al-Zubair colleges for the purpose of purchasing the tender documents for an amount of(IQD1000000) one million Iraqi dinars that are not refundable the call bidders for tender should be in an enclosed envelope with signature, name, number of company and information of tenderer Then invitations to eligible companies to submit their commercial offers Then invitations to eligible companies to submit their commercial offers. 5- Vessel must be inspected by Iraqi independent committee with inspection company nominated by IOTC. 6-Under water survey shall be carry submitted out by well-known authorized companies, society in order to insure no indication to any accident or damage on under water part before deliver on seller account . 7- all certificates valid for one year period after official the received by i.o.t.c. 8- Provided with standard spare parts requirements for deck, engine and all the accessories, including the electrical equipment should be supplied by sufficient spare parts in addition to generator spear parts to overhaul for two engines. 9- Catalogues, equipment manual records, calibration tables and cargo calculation tables must be available onboard by two sets in English language approved soft and hard. 10- All deck and engine machineries (Pumps, Purifiers, and Boilers… etc.) to be built by one of a well-known company provided spare parts will be available in the market. 11- Vessel must be suitable to charging in Arabic Gulf region. 12- Vessel to be Delivered to the buyer in one of UAE Ports or Iraqi territorial water . 13- Cargo and slop tanks to be equipped with heating system and all tanks must be coated dealing with updated technical standards, as well as engine equipped with IG. 14- Preference to framo deep well cargo pumps and slop tanker pump. Required Documents: 1- Providing initial insurance in the amount of (500,000) (five hundred thousands dollar) cash deposits in the form of a letter of guarantee or a certified instrument from a bank and addressed to the Iraqi Oil Tankers Company is valid for a period of not less than (120) one hundred and twenty days from the date of the closing of the tender. 2- A colored copy of the company certificate of incorporation documents authorized by Iraqi foreign ministry this applied to foreign companies ,licenses profession certificate . 3-non objection letter of clearance certificate addressed from tax clearance 4-local companies and contractors should present withhold the ration card . 5-required documents of manager or authorized manager ( copy of ID identity card ,civil status card, residency card or copy of passport in case of owner company is foreign , headquarter company ,Email and website. 6-tender purchase order 7- The party submitting the bid shall be responsible for all documents submitted in case all the documents are not proven . General conditions: 1- The offer is presented in a sealed envelope within all required documents. 2- The offer is presented in USD dollars and clearly 3-Delayed fines are calculated according to the following Contract amount (original contract amount + any change in the amount) / total contract duration (original contract term +any change in term) multiplied by (15%) = fine for one day 4-Confiscacate initial insurance of tenderer win in case: the cancellation sign contract after assign the contract , bid withdrawn in the validity period ,closing bid , refuse correcting the calculations mistakes will be taking appropriate legal actions in the instructions for the implementation of the government’s contracts 5-The bidder who wins the tender shall bear the fees of the advertisement and the stamp 6- The Iraqi Oil Tankers Company has the right to cancel the tender and uncompensated the offering tender only the amount of buying tender 7- The Iraqi Oil Tankers Company is not obligated to accept the lowest offers 8-- The offer is valid until 120 starting from the date of closing the bid 9- The contract is subject to all Iraqi decisions and laws 10-tenderer win should be provide I.O.T.C. with clearance certificate from retirement office and social security before sign contract ( concerning with Iraqi companies). 11- A performance bond is presented by the bidder, at 5% of the contract value after notification, and before the contract is signed in the form of a letter of guarantee issued by state banks(numbering and written ) , valid date , mentioned the purpose of issue , the validity duration of the contract and final calculations . 12- Standard documents must be presented with the offer in case not obligated , the tender will be excluded General Director |

تعلن شركة ناقلات النفط العراقية أحدى تشكيلات وزارة النفط مناقصة (2/2023) بطريقة التأهيل الفني الخاصة بشراء ناقلة منتجات نفطية سعة (45-50) الف طن بالمواصفات والشروط المدرجة في أدناه وبمدة تجهيـز(ستون يوما) واصلة الى (موانئ الامـارات العربية المتـحدة) . فعلى الراغبين بالاشتراك بالمناقصة من ذوي الخبرة والاختصاص مراجعة مقر الشركة الكائن في ( البصرة / ساحة سعد / مقابل مجمع كليات باب الزبير) لشراء وثائق المناقصة لقاء مبلغ قدره ( 1000000) مليون دينار عراقي غير قابلة للـرد وأن يتم تقديم العطاء في ظرفين منفصلين يتضمن احداهما العرض الفني والأخر العرض التجاري والمعايير والوثائق المطلوبة وان تكون الظروف مغلقة ومختومة مثبت عليه أسم المناقصة ورقمها واسم الشركة وبريدها الالكتروني ومعلومات كافيــة وأن تراعى المواعيد المثبته ادناه عند التقديـــم :- - موعد عقد المؤتمر الخاص بالإجابة عن استفسارات المشتركين في المناقصة يوم الاحد المصادف 7 / 5 / 2023 . - موعد غلق وفتح المناقصة الساعة الحادية عشر صباحاً من يوم الاحد المصادف 14 / 5 / 2023 ..

المستمسكات المطلوبة
1- تقديم تأمينات أولية بمبلغ (500000 ) خمسمائة الف دولار بشكل خطاب ضمان أو صك مصدق او سفتجة من مصرف معتمد في العراق ومعنون إلى شركة ناقلات النفط العراقية نافذ لمدة لا تقل عن (120) مائة وعشرون يوما اعتبارا من تاريـخ غلق المناقصة . 2- نسخ ملونه ومصدقة وفق الاصول من الوثائق التالية ( وثائق تأسيس الشركة ( مصدقة من وزارة الخارجية العراقية بالنسبة للشركات الأجنبية ) ، أجازة ممارسة المهنة . 3- كتاب عدم ممانعة من الاشتراك بالمناقصات وكتاب براءة الذمة صادرة من الهيئة العامة للضرائب بالنسبة للشركات العراقية . 4- على أصحاب الشركات والمقاولين تقديم ما يثبت حجب البطاقة التموينية للمدير المفوض للشركة بالنسبة للشركات العراقية . 5 - مستمسكات المدير المفوض او وكيله ( نسخة من هوية الاحوال المدنية / شهادة الجنسية / بطاقة السكن في حالة كون المدير المفوض عراقي الجنسية ، وكالة ) إما إذا كان اجنبيا" فيقدم صورة عن جواز السفر مع ذكر عنوان الشركة الكامل بصورة واضحة وذكر الموقع الالكتروني والبريد الالكتروني .
6- وصل شراء المناقصة الأصلي . 7- يتحمل مقدم العطاء التبعات القانونية كافة التي تترتب في حالة ثبوت عدم صحة المستمسكات المقدمة من قبله والمتعلقة به وبالشركة .
الشروط العامة 1- على مقدم العطاء تقديم عطاءه بظرفين منفصلين مغلقين يتضمن احداهما العرض الفني والأخر يتضمن العرض التجاري والمعايير المطلوبة . 2- أن يقدم السعر بالدولار الاميركي رقما وكتابة وبشكل واضح مع العطاء . 3- يتم احتساب الغرامات التأخيرية وفق المعادلة الآتية :- مبلغ العقد ( مبلغ العقد الأصلي + اي تغير في المبلغ ) ـــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــ مدة العقد الكلية ( مدة العقد الأصلية + أي تغير في المدة )
× ( 15 % ) = مقدار غرامة اليوم الواحد
4- مصادرة التأمينات الأولية لمن تحال اليه المناقصة عند نكوله عن توقيع العقد بعد التبلغ بكتاب الإحالة او عند سحب مقدم العطاء لعطائه خلال فترة نفاذيته وبعد غلق المناقصة آو رفض التصحيح على أخطائه الحسابية في العطاء وانعكاسها على قرار الإحالة وتتخذ بحقه الإجراءات القانونية المنصوص عليها في تعليمات تنفيذ العقود الحكومية النافذة . 5- يتحمل من ترسو عليه المناقصة دفع رسم الطابع والرسم العدلي ودفع أجور نشــر الإعلان . 6- يحق للشركة إلغاء المناقصة دون تعويض مقدمي العطاءات باستثناء مبلغ شراء وثائق المناقصة . 7- شركتنا غير ملزمة بقبول اوطأ العطاءات . 8 - يبقى العطاء نافذا وملزما لمقدمه فترة ( 120 يوم ) مائة وعشرون يوما أعتبارا من تاريـــخ غلق المناقصـــة . 9- يخضع العقد لكافة القوانين والقرارات والتعليمات العراقية النافذة في كل حالة لم يرد بها نص في الشروط أو العقد . 10- يتم تزويد شركتنا ببراءة ذمة صادرة من الهيئة العامة للضرائب ودائرة التقاعد والضمان الاجتماعي قبل المطالبة بصرف المستحقات المالية . 11 - يلتزم صاحب العطاء الفائز بتقديم كفالة حسن أداء بنسبة 5% من قيمة العقد بعد التبليغ بكتاب الإحالة وقبل توقيع العقد على شكل خطاب ضمان صادر من مصارف معتمدة في العراق وان تكون صيغة خطاب الضمان واضحة من حيث مبلغه ( رقما وكتابة ) وتاريخ نفاذة وشروطه والغرض من إصداره ويكون نافذا لمـدة العقد ومدة اكمــــال الحسابات النهائية مع الشركة ، وان يلتزم بتمديده لحين اكمال اجراءات التحاسب الضريبي والاجراءات الخاصة بدائرة التقاعد والضمان الاجتماعي . 12 -تستبعد العطاءات في حال عدم التزام مقدمها بتقديم ما تتطلبــه الوثيقة القياسية .
