The Iraqi Oil Tankers Company (IOTC) one of Iraqi ministry of oil entities is pleased to announce the limited tender (2 /2023) to purchase one oil tankers with a capacity of (45 - 50) thousands tons during a period of (60) days from signing the contract (delivered to the ports of United Arab Emirates) according to the specifications and conditions listed below.
Those who wish to participate in the tender from the experienced and specialized companies visit the company’s headquarters (Basra / Saad Square / in frontof Bab Al-Zubair colleges) in order to purchase the tender documents for an amount of (10,000,000 IQD) ten million Iraqi dinars that are not refundable and the bidders for tender should be presented in two separated andenclosed envelopes the first one includes the technical offer and the second contains the commercial offer and the required documents, the presented envelops should be closed and sealed, with the name of the tender, its number, the name of the company, its E-mail, and sufficient information written on it, and that the dates set below should be taken into account when submitting:
-A conference will be held to answer the inquiries of- the tender participants on Tuesday 11 / 4 / 2023.
-The tender closing date is 12:00 pm on Wednesday 19 / 4 / 2023.
-The bid opening date will be on Thursday 20 / 4 / 2023.
In the event that any of the dates above coincides with an official holiday, it will be postponed to the next day, any presented tender after the tender closing date will be neglected.

Technical specification:
1-All requirements to be update with IMO II, III regulations (technical, environment and safety). in addition to (EEXI Technical file) (SEEMP I, II, III).
2-Building year2020 and above.
3-Classification society to be one of the international associations of classification societies (IACS) except (ccs).
4- The Vessel has been built at a reliable international origin.
5-Vessel must be inspected by Iraqi independent committee with inspection company nominated by IOTC.
6- Under water survey shall be carry submitted out by well-known authorized companies, society in order to insure no indication to any accident or damage on under water part before deliver on seller account.
7- All certificates valid for (6-9) months after official they received by i.o.t.c.
8- Provided with standard spare parts requirements for deck, engine and all the accessories, including the electrical equipment should be supplied by sufficient spare parts in addition to generator spear parts to overhaul for two engines.
9-Catalogues, equipment manual records, calibration tables and cargo calculation tables must be available onboard by two sets in English language approved soft and hard.
10-All deck and engine machineries (Pumps, Purifiers, and Boilers… etc.)to be built by one of a well-known company provided spare parts will be available in the market.
11- Vessel must be suitable to charging in Arabic Gulf region.
12-Vessel to be Delivered to the buyer in one of UAE Ports or Iraqi territorial water.
13-Cargo and slop tanks to be equipped with heating system and all tanks must be coated dealing with updated technical standards, as well as engine equipped with IG.
14-Preference to framo deep well cargo pumps and slop tanker pump.
The required criteria:
1- 50,000,000 (50 million dollars) cash deposits.
2- Final financial calculations for the last two years, or years before 2014.
3- Annual Revenue amount of (50,000,000 USD) Only fifty million dollars of the latest ten years, from tender closing date whether it is sequential or interpreted.
4- At least one similar project achieved during ten years before the tender closing date with an amount of (30,000,000 USD) only thirty million dollars.
Required Documents:
1- Providing initial insurance in the amount of (500,000) (five hundred thousand dollar) cash deposits in the form of a letter of guarantee or a certified instrument from a bank and addressed to the Iraqi Oil Tankers Company and valid for a period of not less than (120) one hundred and twenty days from the date of the closing of the tender.
2- A colored and certified copy of the following documents (Company incorporation documents, (authorized by Iraqi foreign ministry this applied to foreign companies), licenses profession certificate.
3- A letter of no objection to participate in tenders and a letter of clearance issued by the General Commission for Taxes for Iraqi companies.
4- The owners of companies and contractors must provide proof of withholding the ration card to the authorized director of the company for Iraqi companies.
5- The documents of the managing director or his representative (a copy of the civil status ID / nationality certificate / residence card in the event that the managing director or his representative is Iraqi), in case of the owner of the company is foreign, he should submit a copy of his passport with the full address of the company clearly mentioned, and mentions the website and e-mail.
6- Original Tender purchase receipt.
7- The party submitting the bid shall bear all the legal consequences that arise in the event that the documents submitted by him and related to him and the company prove to be incorrect.
General conditions:
1- The offer should be presented in two separate closed envelopes, one containing the technical offer and the other containing the commercial offer and the required criteria.
2-The offer should be presented in US dollars, clearly and in writing.
3-Delay fines are calculated according to the following formula:

4- Initial insurances of the winning tenderer shall be confiscated in case he refuses to sign the contract after being notified by the letter of referral, or when the bidder withdraws his bid during its validity period and after closing the tender or refusing to correct his mathematical errors in the bid and its reflection on the award decision and appropriate legal actions in the instructions for the implementation of the government’s contracts will be taken against him.
5-The bidder who wins the tender shall pay the stamp fee, the legal fee and the fees for publishing the advertisement.
6-Iraqi Oil Tankers Company has the right to cancel the tender and uncompensated the offering tender only the amount of purchasing the tender documents.
7- The Iraqi Oil Tankers Company is not obligated to accept the lowest offers.
8- The offer remains valid for a period of (120 days) starting from the date of closing the tender.
9- The contract is subject to all Iraqi laws, decisions, and instructions in force in every case that is not stipulated in the terms or the contract.
10- The winning bidder should provide Iraqi Oil Tankers Company with a clearance issued by the General Tax Authority and the Department of Retirement and Social Security before claiming the payment of financial dues.
11 - The winning bidder is obligated to provide a good performance guarantee of 5% of the value of the contract after notification in the letter of assignment and before signing the contract in the form of a letter of guarantee issued by accredited banks in Iraq, and the letter of guarantee should be clear in terms of its amount (numbers and writing), expire date, its conditions, and the purpose from its issuance, and it is valid for the duration of the contract and the period of completing the final accounts with the company, and that he is committed to extending it until the completion of the tax accounting procedures and the procedures of the Retirement and Social Security Department.
12-Standard documents must be presented with the offer in case not obligated, the tender will be excluded.
